Wide-width shoes black dress size?

With my mother recently changed the rules for clothing dealers at Caesars Palace. They no longer allow dealers to wear open-toed or open heeled shoes, and shoes must be black leather. The problem is that his foot is wider than usual and walk the shoes hurt his feet closed-toe/heel standing wrong.
