Snugg Boots

Is it okay to wear boots that are a size or half-size too small?

I bought the boots in a resale shop on the other day they were very cheap! I am a size 7 to 71 / 2 and these boots are61 / 2. boots, bakers. now that im laying around the house They feel a very tight almost like my Cirulis is Cutt Off. but I could not resist.
